About Us

Gray Planning & Development Ltd 
is an independent and RTPI chartered Planning & Development Consultancy. 
The practice was established by Neil Gray (MRTPI) in 2017.

Neil led the Scottish team of a UK town planning and commercial property consultancy. As Partner he had coordinated and grown the business,  advising clients across Scotland, across the residential, retail,  leisure, roadside and wider commercial and corporate property market in Scotland and North England. Prior to that, Neil was Associate with a firm of global property consultants. He has 30 years town planning experience in both the private and public sector. 

Neil is past Convenor of the East of Scotland RTPI Chapter leading and coordinating the professional advance of town planning practice through training, networking and knowledge sharing. He is also an Ambassador for the RTPI taking the profession to local schools careers talks. He has mentored licentiate and associate candidates of the RTPI through their APC stages.

Grant Baxter (MRTPI), Associate planning consultant
Provides expert planning advice grounded in decades of professional experience and a deep understanding of the Scottish planning system. His work centres on guiding clients through complex development proposals, shaping high quality places, and supporting sustainable, well considered growth. Known for his collaborative approach and clear, strategic insight, Grant brings mature professional judgement and a commitment to delivering positive planning outcomes across a wide range of projects. 

Katie Miller, planning consultant
Katie joins Gray Planning with experience gained in a local authority planning team and a degree in Town Planning from the University of Dundee. During her time at Fife Council, she was involved in a range of tasks across development management, local policy, and validation, giving her a solid introduction to planning processes and the Scottish planning system.
After completing her degree and spending time travelling, Katie is looking forward to developing her skills further within the private sector. She has a broad interest in all areas of planning and is enthusiastic about contributing to a wide variety of projects while working towards achieving chartered status.
